 Some 330 public sector professionals involved in operations and facilities management will receive training in energy efficiency and energy interventions under the Energy Management and Efficiency Programme (EMEP) which is being implemented by the Petroleum Corporation of Jamaica (PCJ).

Launched in May 2018, the EMEP is a US$40 million initiative which is being funded by the Inter-American Development Bank (IDB), the Japan International Cooperation Agency (JICA) and the European Union Caribbean Investment Facility, (EU-CIF).  The umbrella programme will finance energy efficiency projects at 80 health facilities, schools and agencies operated by the Government of Jamaica (GOJ). Of this amount, 30 facilities are slated to undergo extensive retrofits to reduce electricity usage which should translate into savings for the GOJ.  Benefitting institutions include 11 hospitals, 10 schools and nine GOJ agencies.
To support the sustainable use of the new energy efficient technology and equipment, the target group for the training is operations and maintenance personnel at the respective locations.  The curriculum includes modules on energy management fundamentals, strategic energy management, use of building automated systems and photovoltaic system maintenance.

The PCJ contracted the Nova Scotia Community College (NSCC), a Canadian learning and development institution to deliver the training at a cost J$28 million.  NSCC will be supported by EfficiencyOne Services (E1S), an energy efficiency service provider also based in Canada.  

The PCJ’s Acting Group General Manager, Brian Richardson said, “The EMEP represents a massive investment in public sector infrastructure and in order to get value for money the PCJ is ensuring that the personnel who will be working with the new equipment are able to operate and maintain it in order to safeguard this investment.”

Preparatory work is currently underway, with training set to begin before end of May and conclude in September 2019.
