The Office of the Prime Minister (OPM) acting on behalf of the Government of Jamaica (hereinafter called “Borrower”) has received financing (hereinafter called “funds”) in the amount equivalent to US $68,000,000.00 from the Inter-American Development Bank (hereinafter called “the Bank”) toward the cost of the implementation of 4437/OC-JA – National Identification System (NIDS) Project. The Borrower intends to apply a portion of the funds to eligible payments under the contract for the upgrade/improvement of the Government’s Information and Communications Technology Infrastructure. Payments by the Bank will be subject in all respects to the terms and conditions of the Loan Contract. Payments will be made only at the request of the Borrower and upon approval by the Bank in accordance with the terms and conditions of the financing contract between the Borrower and the Bank. No party other than the Borrower shall derive any rights from the Loan Contract or have any claim to the funds.

The OPM intends to engage the services of qualified consultants as Manager – Public Key Infrastructure (PKI), Public Key Infrastructure (PKI) System Administrator and Security Officer & Master User pursuant to IDB’s procurement policies GN-2350-9 for hiring of individual consultants.

 The minimum qualification and experience for the respective consultancies are noted below:

Manager – Public Key Infrastructure (PKI) - (NIDS/2021/

· Bachelor’s Degree in Information Technology or Computer Science, or a closely related field;

· Information Security qualifications such as CISSP, CISM or equivalent preferred;

· Five (5) or more years of professional work experience in a technical field such as Information Security and/or Systems Administration;

· Three (3) or more years of technical management experience;

· Experience with Identity and Policy Management tools;

· Experience with certificate management tools and processes;

· Good analytical and problem-solving skills to understand various business functions and requirements;

· Good leadership and coaching skills;

· Excellent knowledge of public-key cryptography;

· Advanced level competencies in network and data security.

Public Key Infrastructure (PKI) System Administrator (NIDS/2021/

· Bachelor's degree in Computer Science, or Information Technology, or a closely related field, and

· CompTIA Security+ certification;

· System Administration and IT certifications preferred include: CompTIA Network+/CCNA, CompTIA Linux+, Red Hat Certified Systems Administrator (RHCSA), Red Hat Certified Systems Engineer (RHCSE), Microsoft Certified Solution Associate (MCSA) - Windows Server and Microsoft Certified Solution Expert (MCSE) - Windows Server;

· Three (3) or more years Network and/or System Administration experience;

· A proven track record of developing and implementing IT strategy and plans;

· Experience in developing and implementing helpdesk and IT operations best practices;

· Experience with scripting and automation tools;

· Experience with Red Hat Enterprise Linux 7.5 or later, Windows Server 2016 or later, Hyper-V and VMware;

· Experience with PostgreSQL server database;

· Experience with Active Directory;

· Experience with identity and policy management tools;

· Experience with certificate management processes;

· Experience using smartcards and/or USB cryptographic tokens;

· Expert knowledge of security, storage, data protection, and disaster recovery protocols;

· Strong knowledge of systems and networking software, hardware, and networking protocols;

· Familiarity with IT security policies and procedure documents and controls;

· Good knowledge of system configuration management, software upgrades and patch management, system backups and solution to perform same, and website maintenance.

Security Officer & Master User (2 Vacancies) (NIDS/2021/

· Bachelor’s Degree in Information Technology or Computer Science;

· CompTIA Security+ certification or equivalent;

· Five (5) years professional work experience in a related field such as Information Security Infrastructure IT (Systems Administration, Network Administration Windows/Linux OS, Network Administration, Active Directory and/or Virtualization) would be an asset;

· Experience with certificate management tools;

· Experienced in digital certificate management processes;

· Experience with Active Directory and/or LDAP repositories and tools (e.g., ldapsearch, OpenDJ, OpenLDAP, 389 Directory);

· Experience with Red Hat Enterprise Linux 7.5 and above, Windows Server 2016 and above, VMware, Hyper-V and PostgreSQL server database;

· Experience in TCP/IP networking including troubleshooting tools (e.g., netstat, ping) and basic networking design;

· Experience with the following protocols: SSL, TLS, SCP and HTTPS;

· Experience with certificate management tools and processes;

· Experience with Hardware Security Modules.
